Excerpt from The Government of the People, of the State of Ohio 1. A State is a body of persons living within a definite territory, and united under a permanent organization and common laws in order to promote their mutual safety and welfare. In thinking of a State four things must be considered: (1) A group of people (2) occupying a special tract of land, and (3) regulated in their relations to one another, and in their use and enjoyment of that land, by laws (4) made and enforced in accordance with a definite plan known as the constitution. The civil government of any State has to do with the people, the land, and the framing and operation of the constitution and laws. Excerpt from The Government of Ohio: Its History and Administration This book is intended to give in brief compass a comprehensive account of the government of the State of Ohio as it has developed to the present year - the hundredth anniversary of Ohio's admission to Statehood. The plan of treatment conforms in general to that laid down for all the volumes of the series to which this book belongs, but several features have been suggested by the excellent work of Professor W. C. Morey on The Government of New York, which also appears in this series. In accordance with this plan, the growth of the government during the fifteen years of its Territorial life and the hundred years of its life as a State has been treated in Part I (Chapters I and II); the structure of the government has been described in Part II (Chapters III, IV, V, and VI); and the work of the government has been set forth in Part III (Chapters VII, VIII, IX, X, XI, and XII). It will be seen from this arrangement that an effort has been made to lay due stress on the functions of the State, a subject generally slighted despite the fact that these functions are an expression of the will of the people, are performed for the benefit of the people, and constitute the objects for which a modern government exists.
