Excerpt from Government Industrial Arbitration Prior to 1824 a long series Of laws, going back as far as the Statute Of Apprentices in 1562, (a) had contained provisions for the settlement of individual disputes between masters and servants. Prior to 1747 these provisions appear in acts containing various other labor regulations, but in that year a special law, (b) dealing solely with the settlement Of disputes, appears. This law, like all the earlier provisions, simply referred disputes to the justices of the peace or local magistrates, in harmony with the existing method Of State regulation, which, as embodied in the Statute Of Apprentices, had designated those same Officials as the authorities to fix the rates Of wages for labor generally.
