This report discusses the principles of good governance as outlined by Carver (2002) and Pointer and Orlikoff (1999, 2002a, b) in their writings on nonprofit organizational governance. These principles highlight the primary role of the public (or 'owners') in governing a public enterprise and the importance of separating the board from management. To reinforce this separateness, the governing body must address two key questions: For whom are we governing? For what are we governing? The answers to these questions naturally lead the governing body to consider policies that can enable management to attain the organization's mission.

An examination of the governance of public funds for health care in Miami-Dade County. Principles of good governance are discussed, and approaches of other locales to providing health care to the uninsured are summarized. The agency that operates Miami-Dade's health care facilities is also responsible for countywide health care planning, a dual mission that inherently creates a conflict of interest. Over time, accountability has diminished reducing the public's trust. We recommend that service provision and countywide health care planning be separated and that funding be provided to implement innovative approaches for improving indigents' access to health care.
