Freer Trade, Sustainability, and the Primary Production Sector in the Southern European Union is the first full-scale academic work to cap ture the primary production sector policy aspects of trade liberaliza tion and sustainability with a detailed focus on a typical southern EU country, Greece. Many efforts were pooled together in making this book. In May 1996 the Department of Economics of the University of Crete organ ized an international conference on European Agriculture in the light of the recent WTO agreement and the need for sustainable develop ment. The conference was sponsored by the European Commission (DG XII, contract no ENV4-CT-96-6514), the Economic and Social Research Council (ESRC, contract no L320263049), the Hellenic Ministries for Agriculture and for the Environment, and the University of Crete. While summarizing the conclusions of the conference, sev eral speakers felt that the issues relating to the Southern EU would de serve separate coverage. The conference directors judged that cover age of the issues for a single Southern EU country might have an ad vantage, regarding detail, over a cross country analysis which would certainly be welcome at a later stage. Responding to this call, the University of Crete generously reallo cated all of its infra-structural costs covered by DG XII, ESRC, and the other sponsors above, in the form of a new grant to host a follow-up conference aiming to explore the issues for Greece.

This book explores the extent to which EU Free Trade Agreements (FTAs) pursue sustainable agriculture in third country parties. It contends that this should be part of a duty for the EU enshrined in the Treaties to promote its fundamental values in its external action. It suggests that the extent to which this occurs in practice, may be reviewed judicially by the Court of Justice of the European Union. Against this background, selected agreements concluded by the EU with developed and developing countries (Canada, South Korea, Ukraine, Chile, SADC countries and Vietnam) are taken as case studies. The author concludes that, in spite of the remarkable progress made hitherto, EU trade policy is still far from being in line with the increasingly strong commitment of the EU to take the lead in the international arena for environmental and climate matters. This work adopts primarily a legal methodology, but it broaches the subject in interdisciplinary terms. The theoretical claims for eco-tariffs are rigorously analyzed within a unified framework formed of an international trade model enriched with both a domestic and a global externality. During the course of the analysis the model is modified to analyze an array of contexts for which eco-tariffs have been claimed to improve environmental quality or welfare. The circumstances and conditions are characterised under which such tariffs can be shown to improve environmental quality and social welfare, taking account of general equilibrium effects. The theoretical results are applied in a policy analysis of eco-tariffs and other trade instruments in the context of domestic and global environmental policy in order to assess the relevance of the eco-tariffs that have been subjected to the theoretical analysis. Finally, the GATT/WTO rules and regulations are presented, since to date these have banned the use of eco-tariffs. The rules and regulations are mapped against the theoretical results to show which rules ought to be changed.

This book shows, we believe, the breadth and the complexity of issues that econo mists now tackle in their analysis of the connections between the ecosystem and the economic system. The book offers contributions to such disparate issues as the value of preserving the wolf in Sweden and the proper distribution of permits in an effective global warming treaty. Because these questions remain at the fore front of important resource allocation problems that need to be confronted, it is only appropriate that they are represented in a book that intends to paint a picture, albeit certainly incomplete, of the vibrant and progressing state of environmental economics. The contributions cover five areas of environmental economics: policy instru ments, cost-benefit analysis, cost-efficiency, contingent valuation and experimental economics.
