Funding, efficiency, and equity in education In OECD countries the average expenditure on primary and secondary education institutions is about 3.5% of GDP. The investment in education has large implications for economic development and the proper functioning of democratic institutions, as well as overall well-being. This handbook focuses on the education systems in the three Americas, North, Central and South America, and includes a chapter on most countries in the region. The chapters follow a common structure and include information on the development, organization, and current trends in mainstream education from pre-primary to tertiary level for each country.
