The California Department of Transportation (Caltrans), as assigned by the Federal Highway Administration (FHWA), has prepared this Environmental Impact Report/Complex Environmental Assessment (EIR/EA), which examines the potential environmental impacts of the alternatives being considered for the proposed Yolo 80 Corridor Improvements Project (project) located in Solano, Yolo, and Sacramento Counties, California. Caltrans is the lead agency under the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA). The document explains why the project is being proposed, what alternatives Caltrans considered for the project, potential effects to the environment resulting from the project, potential impacts of each of the alternatives, and proposed avoidance, minimization, and/or mitigation measures (all measures are listed in Appendix C)
