This book examines the diverging compliance patterns of the Balkan accession states and asks why some of them have complied substantially, some only partially and others have defied the EU. The book examines the compliance of the Balkan states with the EU accession conditionality, arguing that the variation in the compliance behavior of Balkan governments hinges on three main factors – the legitimacy of the EU conditions as seen domestically in the accession states, the costs of compliance and the EU’s ability and willingness to use its superior power resources to impose compliance when faced with domestic defiance. Placing important events from the most recent political history of the Balkans in a broader historical perspective, the author evaluates the successes and failures of the EU’s state building policies in the Balkans, a geographical area of the highest priority for the EU’s foreign policy and a test case for the EU’s capacity and willingness for foreign policy action. Based on detailed empirical data, European Foreign Policy and the Challenges of Balkan Accession will be of interest to scholars and students of EU and comparative politics, and those focusing on policy impact in EU integration.

While domestic factors will always play a significant role, regional organizations are also shaping the adoption of democracy." "McMahon and Baker fill the gaps in this story by assessing the differing approaches that regional organizations are developing to promote and protect member state adherence to democratic principles. Timely, and written in an engaging and readable style, Piecing a Democratic Quilt? provides essential insights and analysis of processes and organizations that affect the lives of everyone."--BOOK JACKET.

It aims is to gain a better understanding of the EU’s democracy promotion agenda and to learn more about the (in)distinctiveness of the norms diffused by the EU. Building on a common conceptual chapter, the contributions follow different theoretical approaches and research designs, and focus on a diversity of case studies. The book concludes that in comparison with other international actors, the EU’s conceptual approach to democracy promotion is diffuse, which in turn makes the EU a particularly flexible but also ‘technical’ democracy promoter when it comes to implementation. At the same time, there are limits to flexibility at the level of concepts and frames. This indicates a distinct character of the substance of EU democracy promotion, which can be linked to the nature of the EU polity. This book was published as a special issue of the Cambridge Review of International Affairs.
