This book, available in paperback for the first time, offers a new and innovative way of looking at Irish foreign policy, linking its development with changes in Irish national identity. Many debates within contemporary International Relations focus on the relative benefits of taking a traditional interest-based approach to the study of foreign policy as opposed to the more recently developed identity-based approach. Uniquely, this book takes the latter and instead of looking at Irish foreign policy through the lens of individual, geo-strategic or political interest, it is linked to deeper identity changes. As one Minister of Foreign Affairs put it; ‘Irish foreign policy is about much more than self-interest. George Herbert (1593-1633), the celebrated devotional poet, and his brother Lord Herbert of Cherbury (1583-1648), often described as the father of English deism, are rarely considered together. This collection explores connections between the full range of the brothers’ writings and activities, despite the apparent differences both in what they wrote and in how they lived their lives. More specifically, the volume demonstrates that despite these differences, each conceived of their extended republic of letters as militating against a violent and exclusive catholicity; theirs was a communion in which contention (or disputation) served to develop more dynamic forms of comprehensiveness. The literary, philosophical and musical production of the Herbert brothers appears here in its full European context, connected as they were with the Sidney clan and its investment in international Protestantism. The disciplinary boundaries between poetry, philosophy, politics and theology in modern universities are a stark contrast to the deep interconnectedness of these pursuits in the seventeenth century. Crossing disciplinary and territorial borders, contributors discuss a variety of texts and media, including poetry, musical practices, autobiography, letters, council literature, orations, philosophy, history and nascent religious anthropology, all serving as agents of the circulation and construction of transregionally inspired and collective responses to human conflict and violence. We see as never before the profound connections, face-to-face as well as textual, linking early modern British literary culture with the continent.

Contemporary Europe seems to be divided between progressive cosmopolitans sympathetic to the European Union and the ideals of the Enlightenment, and counter-enlightened conservative nationalists extolling the virtues of homelands threatened by globalised elites and mass migration. This study seeks to uncover the roots of historically informed ideas of Europe, while at the same time underlining the fundamental differences between the writings of the older counter-revolutionary Europeanists and their self-appointed successors and detractors in the twenty-first century. In the decades around 1800, the era of the French Revolution, counter-revolutionary authors from all over Europe defended European civilisation against the onslaught of nationalist revolutionaries, bent on the destruction of the existing order, or so they believed. In opposition to the new revolutionary world of universal and abstract principles, the counter-revolutionary publicists proclaimed the concept of a gradually developing European society and political order, founded on a set of historical and - ultimately divine - institutions that had guaranteed Europe's unique freedom, moderation, diversity, and progress since the fall of the Roman Empire. These counter-revolutionary Europeanists drew on the cosmopolitan Enlightenment and simultaneously criticized its alleged revolutionary legacy. Throughout the nineteenth and twentieth centuries, these ideas of European history and civilisation were rediscovered and adapted to new political contexts, shaping in manifold ways our contested idea of European history and memory until today.

This book presents current theories of European integration, such as federalism, neo-functionalism and liberal intergovernmentalism with their strengths and weaknesses. It is then argued that the combination of republican theory with public good theory, the res publica of public goods, could better explain European integration. Public good theory has, however, to be adopted in order to make it applicable to European republicanism.
