Excerpt from English Local Government The advantages of this division of the labour of public administration between central and local authorities are obvious. The tasks undertaken by the modern state are so great and various that the attempt to accomplish them all by means of cen tral departments and professional officials alone is doomed inevitably to failure; all experience shows that sooner or later a breakdown is certain. Excerpt from Local Government Since the first edition of this book appeared in 1899, several important statutes have been passed which affect Local Government in England and Wales. Chief among these are the London Government Act, 1899, and the Education Act of 1902. It was therefore necessary, in preparing the present edition, to entirely rewrite the chapter on the Education Authority, and to make considerable additions, especially to the chapter on the Metropolis. The rest of the book has been thoroughly revised and brought up to date. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from Municipal Government in Great Britain In the present volume I have sought to give such an account of the working of municipal institu tions in Great Britain as would supply the infor mation that American readers might find most suggestive and useful for their purposes. A second volume will treat, somewhat similarly, of municipal government in the chief countries of Continental Europe. The British system and its developments, particularly in the great manufacturing and com mercial towns, would seem to be worthy of the practical attention of our ambitious American cities of corresponding rank as regards population and commercial importance. Excerpt from Local Government and Taxation in England and Wales AT a late hour and with much difficulty attention has been directed to the defects and abuses of Local Government and the unfair inci dence and rapid growth of Local Taxation. Even now the public seems hardly to realise the magnitude and dangerous consequences of these evils. Their importance may well excuse the attempt made in this paper to show how fatal would be any protracted neglect in dealing with the question of Local Government, to examine the defects of our present system, and to point out the mischief to which those defects give issue. In the second part of this Paper (366 page I hope to suggest the direction which it appears to me that a scheme for the reconstruction of Local Government should take. Excerpt from English Local Government: Statutory Authorities for Special Purposes Much of the work of investigation of these records was done between 1899 and 1908; and we owe thanks, not only to their custodians, by whom we were always courteously received, but also to our helpers in what proved an extensive as well as a protracted task. Among those whose work is embodied in the present volume, we must mention Mr. F. H. Spencer, LL.D., author of Municipal Origins, now in the Ministry of Education; Mrs. Spencer, B.se. (econ); Miss M. Bulkley, and Miss Hadley, archivist to the London County Council. For criticisms and suggestions, none the less valuable because we have not always implicitly incor porated them, we thank especially Professor Graham Wallas and Mr. Harold Laski, of the London School of Economics and Political Science. To Miss Ivy Schmidt, now Mrs. Bolton, we are indebted for much laborious cc-operation, and for the full index. Excerpt from English Local Government, From the Revolution to the Municipal Corporations Act: The Parish and the County It may be of interest in this connection to give here a short survey of the materials. The indispensable foundation for any study of local governing bodies is an investiga tion of their own official records. We have found the manuscript minutes of the Parish Vestries and the primitive accounts of the parish officers - sometimes dating back four and even five centuries - a storehouse of facts and figures, and deserving both of more careful preservation and of more extensive publication than they have yet been favoured with. The voluminous Order Books and Sessions Papers of the Courts of Quarter Sessions in the different counties constitute precious materials for the social historian, whilst the scantier records of Petty and Special Sessions, and the manuscript diaries of Justices of the Peace, yield even more intimate knowledge than the formal records of the larger bodies. The Rolls of those Manors which still continued to do Local Government work go far to elucidate the manuscript minutes of the innumerable Courts and assemblies of which the Municipal Corporations of the period were made up. We broke ground that was quite new to us when we explored the proceedings of the Courts of Sewers, the Street Commissioners, the Turnpike Trustees, and the Incorporated Guardians of the Poor. To go through these local archives, all of which were indispensable to our task, has involved many a sojourn in provincial centres from Newcastle to Plymouth, and journeys innumerable into the remotest corners of England and Wales. Excerpt from Local and Central Government: A Comparative Study of England, France, Prussia, and the United States In all European nations, whatever may have been the previous course of their constitutional history, the persistent and rapid growth of the functions of the state, and the constant assumption of new and onerous duties and responsibilities in the last century, have rendered some attempts at decentralisation and some grants of self- government absolutely necessary, if the national administration is to be carried on with success. Experience, ancient and modern alike, has shown conclusively that a completely centralised bureaucracy - that is, a self-recruiting body of officials working from a single centre, and responsible only to itself - cannot carry on indefinitely the administration of a large country; it tends to ignore the varieties of local conditions, to become stereotyped in its ideas and methods, and overburdened; and sooner or later a breakdown becomes inevitable. Excerpt from An Outline of English Local Government Bishop of Oxford, and to him I tender (if he is not by this time weary of thanks) my best acknowledgments for this and much other help derived from his writings. To Mr William Rathbone, m.p., I am indebted for the valuable loan of current Parliamentary reports. To Professor Maitland, of Cambridge, I owe more than can be won from any books - the inspiring help and the wise counsel which it is the pleasure of great teachers to extend to those privileged to come into personal contact with them. In the hope that it is not altogether unworthy of his teaching, I send this little book into the world. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from Local Government in the United States Recognition is accorded in this work to the funda mental importance of a comparative point of view by de voting the first chapter to a brief survey of the systems of local government in England and France. The treatment is necessarily sketchy, but it is hoped that it will suffice to give the busy reader at least a' background for view ing our own system in a comparative light. For the reader or student with time and inclination to enter more minutely into the matters treated in the introductory chap ter ample references are given. Excerpt from Rural Municipalities and the Reform of Local Government: An Outline of a Scheme of Local England and Wales It may be worth while recalling that the aggregate budget of local authorities stands second only to that of the National Government. The returns for the year ending 25th March, 1884, show that the income of the local authorities of England and Wales, for that year, from all sources, was of which the amount levied in rates was and the amount raised by loans 3. The expenditure was and at the end of the year the outstanding loans amounted to These figures alone are sufficient to bring home to us the magnitude of the work of our Local Government. Amongst matters of general public importance which can hardly be considered apart from the question of Local Government, the necessity of a reform of local taxation is generally admitted, and there are now before the country proposals for allotting a part of the national taxes in relief of local expenditure, for reducing the charges on real pro perty and for apportioning the payment of rates between the landlord and tenant of agricultural land, for establishing a system of free elementary education, for establishing free libraries and other similar public institutions, for dealing with the allotment question and for creating a peasant proprietory, for giving to local elective bodies or to a direct popular vote the control of the sale of intoxicating drinks, and many others, none of which can be properly dealt with except in connection with the reform of Local Government.
