This book examines the challenges in delivering a participatory planning agenda in the face of an increasingly neoliberalised planning system and charts the experience of Planning Aid England. In an age of austerity, government spending cuts, privatisation and rising inequalities, the need to support and include the most vulnerable in society is more acute than ever. However, forms of Advocacy Planning, the progressive concept championed for this purpose since the 1960s, is under threat from neoliberalisation. Rather than abandoning advocacy, the book asserts that only through sustained critical engagement will issues of exclusion be positively tackled and addressed. The authors propose neo-advocacy planning as the critical lens through which to effect positive change. This, they argue, will need to draw on a co-production model maintained through a well-resourced special purpose organisation set up to mobilise and resource planning intermediaries whose role it is to activate, support and educate those without the resources to secure such advocacy themselves.

This report reviews the main global trends in land and water uses, policies and investments that have taken place over the last decade and identifies the institutional arrangements that have been the most conducive to sustainable and equitable use of these resources. The report focuses particularly on family farmers, who have limited access to key resources (land, water, credit and infrastructure). It pays special attention to their common challenges and needs, but also to their diverse conditions. It provides evidence-based information on the institutional conditions needed to ensure inclusive land and water programmes, and to upscale such programmes at local levels. It is based on a systematic review of official documents and academic papers and on detailed case studies, often grounded in the authors’ own significant knowledge. The report is organized in three main parts. The first section begins with a review of the main global trends affecting land and water uses over the last decade, and links them to the public policies and types of private investment that encouraged such trends. The main structural drivers of growing pressures on water resources and land availability are discussed, including population growth, diet changes, climate change, urbanization and biofuel development. The report discusses the direct effects of these drivers, including water scarcity, increased global competition for land use and the degradation of existing resources, on land and water availability. It then examines the main types of private investments and public policies that drive these trends: large-scale land acquisition, reassertion of large-scale infrastructure programmes for surface water irrigation, public subsidies and private initiatives that stimulate access to groundwater. The second section of the report focuses on the impacts of global changes, policies and investments on farmers’ livelihoods and water use. It reviews the numerous beneficial impacts of irrigation on poverty reduction emphasizing that they are highly contextual and unequally shared across social groups. It documents the widening gap between irrigated and rainfed areas, and the risks of a medium-term crisis for agricultural economies that are based on groundwater irrigation. Delhi is a large city-state with area of 1483 sq km and a population of 16.7 million where more than two third of its area as urban. Rest of the area is fast urbanizing. For a city like this the planning process is challenging and magnitude of problems is enormous. It should be noted that Municipal Corporation of Delhi initiated projects of preparation of ‘Local Area Plan’ for 36 wards through various planning consultants to address planning issues and problems on identifying the ground realities. Development in Delhi is guided by the Master Plan 2021 and various Zonal Development Plans. The increase in urban population as a whole and increased migration to Delhi has led to a number of planning and development issues as land are a scarce resource in Delhi bounded by other states having their own development controls and guidelines. In order to counter the ill-effects of urban problem diagnosis and rational planning model, the planners and policy makers of Delhi started to engage public in various states of planning and plan implementation in various forms and degrees. The engagement of public in planning has stated long back in 1962 when the first Master Plan for Delhi was prepared. Even after 50 years of planning for people the planners and policy makers thought for evolving planning with people approach in planning and this culminated in Delhi in the form of concept of Local Area Plan. In 2005, pilot project for the preparation of Local Area Plan got initiated and got completed and the result was not satisfactory and again in 2010 pilot project for the preparation of Local Area Plan started and by 2012 it got completed. It should be noted that Delhi is one of the Indian city to have a Master Plan for controlling urban growth and development. The need of the people and demand for the development goes hand in hand and this lead to the participation of the public in the plan making process so as to entertain their grievances and make them partner in the development.

Could information and communication technology (ICT) become the transformative tool for a new style of global development?
