It presents much general analysis on the topic and goes on, making use of a model, to examine in detail the 1980 US embargo on grain sales to the Soviet Union. Among the book’s findings is the importance of expectations concerning how long the embargo will last in determining both the success of the embargo and the impact on produces in the country imposing the embargo.

Extract: The purpose of this report is not to question the embargo policy but rather to illustrate some of the potential longer-term impacts that might occur in the agricultural sector of the U.S. Pending the alternative examined, the Russian grain embargo may or may not have significant long-term impacts on U.S. agriculture. This analysis examines four alternatives, reflecting different export asumptions. The alternatives are developed to reflect different assumptions following the embargo. One might speculate that (a) the embargo would be lifted and the Soviet Union will readily enter the U.S. grain market or (b) due to lower prices, other countries might gradually increase their purchases of U.S. agricultural commodities, or (c) the embargo would be extended indefinitely, or lastly (d) as a result of the increasing purchases by other countries, when the embargo is lifted and the Soviet Union enters the market the other countries will not leave. These alternatives are designed to provide parameters to allow the reader to form their opinions as to the likely impacts of the embargo.
