The Joint Operations Concept (JOpsC) describes how the future Joint Force intends to operate within the next 15 to 20 years and the key attributes required for full-spectrum dominance -- fully integrated, expeditionary, networked, decentralized, adaptable, with decision-making superiority and lethality. Recent contingency operations displayed rapidly executable, globally and operationally distributed, simultaneous and sequential operations characteristic of the future Joint Force. Despite the success of these operations, they highlight seams and shortfalls in current joint doctrine. For the future Joint Force to fully realize the synergies of air-ground integration, joint doctrine should evolve in several key areas. This paper addresses five focus areas related to future joint air-ground integration: supporting/supported relationships, establishing directives and emerging concepts, synchronization of interdiction and maneuver, joint fires concepts, and fire support coordination measures. Using the joint doctrine Command and Control Tenets and JOpsC as a framework, this paper proposes doctrine concepts for the future Joint Force. By its completion, the paper introduces new command and control relationships and processes, joint organizational structures, and joint fires concepts. The proposed doctrine concepts offer a framework to analyze the desired future capabilities of the Air Force and Army. The analysis concludes by recommending several avenues to create synergy and minimize seams in future joint operations.

Since 1958 the Air Force has assigned a small number of carefully chosen, experienced officers to serve one-year tours at distinguished civilian institutions studying national security policy and strategy. Beginning with the 1994 academic year, these programs were accorded senior service school professional military education in-residence credit. In 2003 these fellowships assumed senior developmental education (SDE) force development credit for eligible officers. The SDE-level Air Force Fellows serve as visiting military ambassadors to their centers, devoting effort to expanding their colleagues' understanding of defense matters. As such, candidates for SDE-level fellowships have a broad knowledge of key DOD and Air Force issues. SDE-level fellows perform outreach by their presence and voice in sponsoring institutions. SDElevel fellows are expected to provide advice, promote, and explain Air Force and DOD policies, programs, and military doctrine strategy to nationally recognized scholars, foreign dignitaries, and leading policy analysts. The AF Fellows also gain valuable perspectives from the exchange of ideas with these civilian leaders. SDE-level fellows are expected to apprise appropriate Air Force agencies of significant developments and emerging views on defense and economic and foreign policy issues within their centers. Each fellow is expected to use the unique access she or he has as grounds for research and writing on important national security issues. The SDE AF Fellows includes the National Defense Fellows, the RAND Fellows, the National Security Fellows, and the Secretary of Defense Corporate Fellows. In addition, the Air Force Fellows supports a post-SDE military fellow at the Council on Foreign Relations. On the intermediate developmental education level, the chief of staff approved several AF Fellowships focused on career broadening for Air Force majors. The Air Force Legislative Fellows was established in April 1995 with the Foreign Policy Fellowship and Defense Advanced Research Projects Agency Fellowship coming under the AF Fellows program in 2003. In 2004, the AF Fellows also assumed responsibility of the National Laboratories Technologies Fellows.

The President and Secretary of Defense have directed the Department of Defense (DOD) to transform in order to meet an uncertain future and the unfolding challenges of the 21st Century domestic and international security environments. As the Armed Forces of the United States transform, they must develop a common frame of reference to define and develop future joint force concepts, capabilities, requirements, and Service-provided forces. The existing frames of reference for the joint force are joint doctrine and Joint Vision. Joint doctrine only provides a common frame of reference for the current joint force. It does not, however, address the development or experimentation of future concepts and capabilities that could improve joint force operations. The Joint Vision provides a broad future vision and construct for military transformation. However, it contains little actionable detail for joint force planning and development. Joint doctrine and Joint Vision together will provide a baseline to help focus the development and comparative analysis of emerging concepts, capabilities, requirements, and Service-provided forces that will be employed within future joint warfare and crisis resolution. At the focal point of US military transformation and implementation is the Joint Requirements Oversight Council (JROC). The role of the JROC has evolved from a strictly materiel focus to a strategic integration role in the coevolution of joint doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTMLPF) critical force considerations. As the crossroads for joint vision related requirements generation and development, the JROC currently must evaluate concepts, capabilities, architectures and requirements from each Service. What is missing for the JROC's use is a common perspective on joint warfare and crisis resolution in the 21st Century from which the JROC can review, integrate and compare emerging joint concepts, capabilities, architecture and requirements. To provide the missing common joint perspective for the JROC and address the Chairman's future joint vision in actionable detail, the Joint Staff's Directorate for Operational Plans and Joint Force Development (J-7) has worked on a JROC-sponsored project in collaboration with the Services, combatant commands, Joint Staff and defense agencies to develop An Evolving Joint Perspective: US Joint Warfare and Crisis Resolution In the 21st Century. This document provides a common joint warfighting perspective intended to identify and describe the key elements and desired capabilities that comprise the evolving and emerging American way of joint warfare and crisis resolution for the foreseeable future. This joint perspective grows from an understanding of the current environment, focuses on Joint Vision as the azimuth, and serves as the foundation for transformation. It captures and defines emerging consensus on the desired shifts in the characteristics and conduct of joint warfare and crisis resolution as well as the evolving joint fundamentals that will help to achieve the desired goals of military transformation.
