Other countries simply wish to enhance the attractiveness, usefulness, durability, and/or security of their currencies. However, it is difficult to find consistent published information on the various aspects of this process. This paper attempts to ameliorate this problem by discussing the main issues in designing, producing, and printing a new currency, in order to help those charged with these tasks to proceed in an orderly and informed manner. Attention is also given to examining the options that may be available when this exercise must be undertaken on an emergency basis, with little or no warning.

DOWNLOAD EBOOK →Abstract: A model of security design based on the principle of information aggregation and alignment is used to show that (i) firms needing to finance their operations should issue different securities to different groups of investors in order to aggregate their disparate information and (ii) each security should be highly correlated (closely aligned) with the private information signal of the investor to whom it is marketed. This alignment reduces the adverse selection penalty paid by a firm with superior information. Adverse selection costs are often contingent on ex post publicly observable and contractible state variables such as exchange rates. In such cases, debt contracts are dominated by currency swaps. Moreover, optimal securities are derivative contracts that are contingent on state variables that influence adverse selection costs. This is because the netting of cash flows in these derivative contracts, in effect, alters the state-by-state seniority of different claims in a desirable way.

With the advent of highly sophisticated reprographic systems, this is no longer true. DOWNLOAD EBOOK →A key mission of the Bureau of Engraving and Printing of the Department of the Treasury is the design and printing of U.S. banknotes. The BEP is responsible for producing easily recognizable currency that is difficult to counterfeit. In recent years, the bureau has recognized the modern information technology could lead to entirely new types of counterfeiting threats, and it has requested a number of studies by the NRC to assess these evolving threats. In this new request, the BEP asked the NRC to identify and evaluate significant emerging counterfeiting threats and to assess technologically feasible counterfeit-deterrent features for potential use in new designs. This first report provides an assessment of emerging threats including a wide range of digital imaging and printing techniques. It also presents an analysis of a systems approach to the counterfeiting threat. The second report will offer an evaluation of new banknote features to address these threats.
