Despite the impressive performance of the Foreign and Commonwealth Office in representing the UK's interests across the globe with what is, in Governmental terms, a particularly small budget, the Foreign Affairs Committee believes that the FCO is under-funded. This situation has been exacerbated by the Spending Review 2010 and the lack of detail provided by the FCO and the BBC World Service as to exactly how the spending reductions target will be met is disappointing. There are concerns about the steps taken by the FCO to adjust to its reduced budget: reductions in the deployment of UK-based staff overseas and the optimistic planned programme of property sales will have a detrimental impact on the ability of the UK to protect its interests overseas. The establishment of the European External Action Service (EEAS) will place a further strain on the FCO's resources. The Committee welcomes the appointment of Lord Williams of Baglan to the post of "International Trustee" with responsibility for the BBC World Service, but reiterates its belief that a formal concordat governing the World Service's budget and output should be drawn up setting out the World Service's independence from budgetary pressures elsewhere in the BBC. The budget cuts faced by the British Council will lead to the Council becoming a substantially different organisation by the end of the Spending Review period. The greater emphasis that the British Council will place on commercial activity risks a diminution of the UK's influence and soft power.

While DFID's total budget is increasing, the Department will both restrict operating costs to 2% by 2014-15 and reduce its administrative costs by a third in real terms, from £128 million in 2010-11 to £94 million by 2014-15. This report warns that capping operational costs and staff numbers may not reduce overall costs or improve effective delivery of development assistance. The International Development Committee also raises concerns that cost pressures are driving DFID to use consultants to deliver its programmes, rather than in-house expertise. The Department spends £450 million on technical cooperation per year. Much of this is good work, yet it was unclear exactly what this money was spent on, or how effective it was and the extent to which external providers were used. DFID needs to improve its assessment of which projects and services it should use consultants for; and assess more carefully the use of consultants to manage the Department's own delivery programmes. In its efforts to reduce administrative spending DFID might be 'exporting' these costs to other organisations, including NGOs and multilateral aid organisations, with higher real administration costs. The Department should assess the best and most effective way to deliver development assistance as it may be able to do it more cheaply and effectively than external organisations. The report recommends that the Department improves its tracking of and reporting on the total cost of administering its aid programme with the aim of quantifying how much aid actually ends up reaching recipients.

This annual referential report, has become an essential classic in the academic realm of Palestinian Studies. It includes the latest and most recent statistical and analytic data on the various developments related to the Palestinian issue. Al-Zaytouna Centre for Studies and Consultations issued its Palestinian Strategic Report 2010/11 (PSR 2010/11) which addresses the developments of the Palestinian issue in 2010/11. The PSR is considered one of the most important scientific studies published annually by Al-Zaytouna Centre. The Report is rich with information, analyses, tables and charts besides strategic visions and future outlooks. It is published for the sixth year in a row and it has become one of the major sources for experts and those interested in the Palestinian issue. It provides a comprehensive coverage of the developments of the Palestinian issue that happened over a year while abiding by strict scientific and professional standards. The Report is 444 medium-sized pages. It is co-authored by 15 researchers specialized in the Palestinian issue, reviewed by four consultants and edited by Dr. Mohsen M. Saleh. The PSR 2010/11 stresses that the uprisings witnessed in the Arab world since early 2011, especially in Egypt, will have a direct impact on the Palestinian issue. The impact will most likely be positive if the uprisings achieved their goals and yielded political regimes which express the real will of the Arab peoples. However, the Report notes that the internal affairs would most probably be the primary concern during the coming period. Regarding the inter-Palestinian reconciliation, PSR 2010/11 asserts that the reconciliation agreement signed in Cairo last May still needs more serious steps to end the division and achieve real reconciliation on the ground. It needs to resolve many obstacles through cooperation between the different parties, away from external interventions and pressures. On the Israeli level, the Report mentions that 2010 has continuously witnessed the inclination of the Israeli society towards the extreme right. It further notes the absence of any breakthroughs in 2011 especially in the light of Israel’s rejection for the negotiations with President Mahmud ‘Abbas. The agreement signed with Hamas and the PA’s attempts to obtain international recognition of the Palestinian State in September 2011 hindered such negotiations. On the international level, the PSR says that the international diplomatic efforts towards the Palestinian issue have failed again in 2010. They could not achieve any significant progress regarding the peace settlement track or the siege imposed on the Gaza Strip. Moreover, PSR 2010/11 includes a large number of figures and statistics on Israeli violations on different levels. During 2010, 98 Palestinians were killed in the West Bank and Gaza Strip (including Jerusalem) by Israeli forces and settlers while 967 Palestinians and international solidarity activists were wounded. On the other hand, Israel’s internal security service mentioned that during 2010, 9 Israelis were killed and 28 were wounded in operations carried out by the Palestinians. Concerning settlement building, the Report shows that despite the 10-month Israeli moratorium on settlement building, Israel established 1819 buildings/apartments in 133 settlements all over the West Bank, including Jerusalem; in addition to 1433 mobile homes (caravans). PSR 2010/11 also discusses the increased Israeli attacks on the Islamic and Christian holy sites in Jerusalem and historic Palestine, during 2010. It further shows that the developments during that year revealed that the Judaization of Jerusalem has become the primary battle for Israel due to the obsession with the “Jewishness of the state” dominating the Israeli mind. Concerning demographic indicators, PSR 2010/11 mentions that at the end of 2010 the number of Palestinians around the world was around 11.14 million people. More than half of them, i.e., 5.75 million (51.6%) live in Diaspora, while the rest, i.e., 5.39 million (48.4%) live in historic Palestine. The latter are distributed by 1.28 million people in the territories occupied in 1948 and 4.11 million in the ’67 territories. The Report mentions that if the current growth rates of the Palestinians and the Jews persist, the number of Palestinians and Jews will become on par by 2017 where each will reach around 6.53 million. Thus, in 2020, around 49.2% of the population will be Jews as their number will reach 6.87 million compared to 7.09 million Palestinians. Regarding the economic indicators in the West Bank and the Gaza Strip, the Report shows that events during 2010 has not affected the direct dependence of the Palestinian economy on the Israeli economy. In addition, the isolation of the Palestinian economy from the outside world continued due to the Israeli control of all international exits and Palestinian border crossings besides the Palestinian foreign trade. PSR 2010/11 also refers to the enormous difference between the Palestinian economy in the West Bank and the Gaza Strip on one hand and the Israeli economy on the other. Thus, it shows, for example, that in 2010 the Palestinian GDP per capita was $1500 (around $1925 in the West Bank and $877 in the Strip) compared to $28,500 in Israel. In addition, the GDP amounted to $5.73 billion for the Palestinians compared to $217.13 billion for the Israelis.

This report details a new approach to scrutinising the financial performance of the Department for Transport during the life of this parliament. About two-thirds of DFID's expenditure in 2011-12, including nearly 40% of its bilateral spending, went through multilateral organisations even though they have higher administrative costs. This represents a major change in recent years and has been accompanied by a decline in direct aid to recipient Governments. DFID argues that the change is not a reflection of its need to spend money quickly, but a result of the reduced need for budget support in countries with rising tax bases and improved financial management, as well as its focus on fragile states. The DFID needs to ensure that it has thoroughly examined other options such as greater use of local NGOs and sector budget support. DFID has switched expenditure from low income to middle income countries, in part because several countries with a large number of poor people have recently graduated to middle-income status. Policy towards middle income countries varies and DFID needs establish and make public the criteria it will use to inform decisions of when and how it should cease to provide aid. DFID should also consider establishing a Development Bank - that could offer concessional loans alongside grant aid and would free from the constraint of having to ensure that cash was spent by the end of the financial year. Staffing also may still not be sufficient to oversee the huge expenditure of UK taxpayers' money undertaken by multilaterals. MPs remain concerned that DFID's has ended its bilateral programme in one of the world's poorest countries, Burundi, and is urging the new Secretary of State to re-instate it.

The Committee's report reviews the Department for International Development's 2007 annual report (HCP 514, session 2006-07, ISBN 9780102945195), focusing on issues of efficiency and effectiveness. The Committee welcomes the increase in the DFID's budget under the Comprehensive Spending Review Settlement for 2008-11, in line with the target of 0.7 per cent of Gross National Income to be allocated to Official Development Assistance by 2013. Although there has been a lot written about how counter-terrorism laws impact on human rights and civil liberties, most of this work has focussed on the most obvious or egregious kinds of human rights abrogation, such as extended detention, torture, and extraordinary rendition. Far less has been written about the complex ways in which Western governments have placed new and far-reaching limitations on freedom of speech in this context since 9/11. This book compares three liberal democracies - the United States, the United Kingdom and Australia, in particular showing the commonalities and similarities in what has occurred in each country, and the changes in the appropriate parameters of freedom of speech in the counter-terrorism context since 9/11, achieved both in policy change and the justification for that change. In all three countries much speech has been criminalized in ways that were considered anachronistic, or inappropriate, in comparable policy areas prior to 9/11. This is particularly interesting because other works have suggested that the United States' unique protection of freedom of speech in the First Amendment has prevented speech being limited in that country in ways that have been pursued in others. This book shows that this kind of argument misses the detail of the policy change that has occurred, and privileges a textual reading over a more comprehensive policy-based understanding of the changes that have occurred. The author argues that we are now living a new-normal for freedom of speech, within which restrictions on speech that once would have been considered aberrant, overreaching, and impermissible are now considered ordinary, necessary, and justified as long as they occur in the counter-terrorism context. This change is persistent, and it has far reaching implications for the future of this foundational freedom.
