Excerpt from Department of the Interior and Related Agencies Appropriations for 1996, Vol. 11: Hearings Before a Subcommittee of the Committee on Appropriations, House of Representatives, One Hundred Fourth Congress, First Session; Subcommittee on the Department of the Interior and Related Agencies I thought this morning about what I might say to you, and the inscription on the National Archives seemed to be appropriate where it says the past is prologue.
