You, in my judgment, have the best job in the Administration. You have the responsibility for 442 million acres, which for a rancher is not bad, and I suppose there are times you think you need to be skilled at the round-up tech niques to get everybody in. You have the past in the sense that you have responsibility for approximately 107 historic sites that tell the story of America. It is a wonderful part of our Nation's culture and heritage, such as Independence Hall. You have this past year, 384 million visitors in the facilities that you have responsibility for. We have, with your generosity and assistance, established a few years ago a National Agroforestry Center in Lincoln, Nebraska. It's been doing some good work. It's for the whole Great Plains region. They have requested million for programs that I think are valid, but I chose not to support that because I understand the con straints you're under. So I'm supporting the administration's re quest, which is $250 000, which will keep them underway, not pro vide an expansion but I think it's appropriate, given the duress you have, and that s a judgment I made. The reason we are having this hearing is when we adopted the amendment by Mr: Young on the Floor regarding police type vehicles, we made a commitment to have a hearing on the subject of safety and law enforcement in the Fish and Wildlife Service. I think we have a duty to the employees and also to the public that uses facilities to ensure that they have a safe environment. That, of course, involves law enforcement, and we want to get the facts 80 that we can address the problem in conference, in a way that provides a safe environment which both the employees and the public are entitled to expect in public facilities.
