Throughout our history, Americans have been a highly religious people. Indeed, many of the original colonists came to the New World specifically to escape religious persecution. And though somewhat less devout than we once were, the United States still leads the developed world in religiosity. Today, however, many feel that religious freedom is under serious—perhaps unprecedented—threat. With everything from health-insurance mandates, to the censoring of high school graduation speeches, to punishing vendors who refuse to work gay weddings, religious liberty seems to be increasingly curbed by powerful and intrusive government. What should we do when a law or government action, often not intended to inhibit religious exercise, nevertheless does? How much of a connection between church and state is “too much,” such that it infringes on the rights of nonbelievers? How can we maximize harmony between religious and nonreligious Americans? In June 2016, the Cato Institute’s Protecting Religious Liberties conference sought to answer those questions. The conference speakers addressed the history and philosophy of religious freedom, religious freedom and education, and current controversies over religious freedom and public accommodations. This volume contains essays adapted from presentations and discussions at the conference, as well as new introductory and concluding essays.

Because environmental problems do not respect borders, their solutions often require international cooperation and agreements. The contributors to this book examine how international environmental agreements are put into practice. Their main concern is effectiveness -- the degree to which such agreements lead to changes in behavior that help to solve environmental problems. Their focus is on implementation -- the process that turns commitments into action, at both domestic and international levels. Implementation is the key to effectiveness because these agreements aim to constrain not just governments but a wide array of actors, including individuals, firms, and agencies whose behavior does not change simply because governments have made international commitments. The book is divided into two parts. Part I looks at international systems for implementation review, through which parties share information, review performance, handle noncompliance, and adjust commitments. Part II looks at implementation at the national level, with particular attention to participation by governmental and nongovernmental actors and to problems in states with economies in transition. Paradoxically, many governments that persistently violate human rights have also ratified international human rights treaties that empower their citizens to file grievances against them at the United Nations. Therefore, citizens in rights-repressing regimes find themselves with the potentially invaluable opportunity to challenge their government’s abuses. Why would rights-violating governments ratify these treaties and thus afford their citizens this right? Can the mechanisms provided in these treaties actually help promote positive changes in human rights? Insincere Commitments uses both quantitative and qualitative analysis to examine the factors contributing to commitment and compliance among post-Soviet states such as Slovakia, Hungary, Kyrgyzstan, and Tajikistan. Heather Smith-Cannoy argues that governments ratify these treaties insincerely in response to domestic economic pressures. Signing the treaties is a way to at least temporarily keep critics of their human rights record at bay while they secure international economic assistance or more favorable trade terms. However, she finds that through the specific protocols in the treaties that grant individuals the right to petition the UN, even the most insincere state commitments to human rights can give previously powerless individuals—and the nongovernmental and intergovernmental organizations that partner with them—an important opportunity that they would otherwise not have to challenge patterns of government repression on the global stage.
