Excerpt from Weatherization of Residences, Criteria for Retrofit Materials and Products In late 1983, doe proposed changes to the Weatherization Assistance Program in order to increase flexibility in granting assistance to low - income families, while achieving the program's aims to conserve energy and to benefit low-income persons The revised rule for the Weatherization Assistance Program was finalized in early 1984 Changes in the program incorporated into the revised rule included: (1) the incorporation of new weatherization measures, (2) the updating of standards for materials and products for measures authorized in the program, and (3) adjusting the eligibility criteria for weatherizing certain multi - family and renter - occupied dwellings. In support of the revision of the rule for the Weatherization Assistance Program, doe requested the National Bureau of Standards (nbs) to review, revise, and update the criteria for eligibility of materials and products. In addition, it was requested that new criteria be recommended for weatherization measures not included in the scope of the original Weatherization Assistance Program.
