Challenged by the rapid pace of change along a number of dimensions, the Census Bureau needs a systematic approach to long range planning. While fundamental research continues in many different areas of the Census Bureau, it is establishing a small separate group to synthesize research findings and to develop major alternatives for the decennial census program. This group, the 21st Century Decennial Census Planning Staff, has a two-fold mission: 1. To prepare an early start for the year 2000 census and 2. To stimulate informed debate about long-range trends and their effects on 21st century decennial censuses. To accomplish this dual mission, the Census Bureau will organize its efforts along four primary dimensions: data user needs, human resource concerns, causes of census error, and automated systems development. Further, the Census Bureau will rely heavily on its internal expertise as well as extensive consultation with outside experts (both public and private) and with a wide range of data users.
