The Statistics Department (STA) of the International Monetary Fund (IMF) provided technical assistance (TA) on financial soundness indicators (FSI) to Superintendencia Financiera de Colombia (SFC) during August 30-September 3, 2021. The TA mission took place at the request of and with the support of the IMF’s Western Hemisphere Department (WHD). Due to travel restrictions because of the COVID-19 pandemic, the mission was conducted remotely via video conferences. The mission assisted the SFC officials to (i) review the characteristics of financial institutions and ensure proper classification of financial institutions as deposit-takers (DTs) or other financial corporations (OFCs) for the compilation of FSIs as set out in the IMF’s 2019 Financial Soundness Indicators Compilation Guide (2019 FSIs Guide); and (ii) develop a work program and timeline to revise the reported FSIs because of the mission’s work.

Colombia is working towards compiling quarterly sectoral accounts and balance sheets to support domestic policymaking by gaining a much deeper understanding of the interrelationship between the real sector accounts and the financial accounts, and the vulnerabilities that may reside in specific sectors as sources for spillovers to other sectors. Sectoral accounts and balance sheets are critical to help detect systemic risks, vulnerabilities, and possible contagion from economic shocks. The authorities continued to acknowledge the additional benefit from work in this area as it moves towards subscription to the IMF’s Special Data Dissemination Standard Plus and continued accession negotiations with the Organization for Economic Co-operation and Development. The priority is first on establishing timely annual integrated estimates between the National Administrative Department of Statistics (DANE) and the BRC, followed by quarterly estimates.

The financial stability report (FSR) of the Banco de la República of Colombia (BR) provides broad coverage of macroeconomic environment and the assessment of risks in the financial system. The biannual report is considered as one of the main sources of data and information on financial stability in Colombia, and the BR makes presentation on the key messages to the public at the time of the publication. It also plays an important role in a broader framework of systemic risk monitoring—it is presented to the financial security network, which is a set of entities that share a financial stability objective. Adoption of fiscal rules and fiscal councils continued to increase globally over the last decades based on two new global datasets. During the pandemic, fiscal frameworks were put to test. The widespread use of escape clauses was one of the novelties in this crisis, which helped provide policy room to respond to the health crisis. But the unprecedented fiscal actions have led to large and widespread deviations from deficit and debt limits. The evidence shows that fiscal rules, in general, have been flexible during crises but have not prevented a large and persistent buildup of debt over time. Experience shows that deviations from debt limits are very difficult to reverse. The paper also presents evidence on the benefits of a good track record in abiding by the rules. All these highlight the difficult policy choices ahead and need to further improve rules-based fiscal frameworks.

This 2015 Article IV Consultation highlights that Colombia has enjoyed strong growth over the past several years, among the highest in Latin America. Credible fiscal and inflation targeting frameworks have supported sound macroeconomic policy management, which underpinned robust economic performance during the last decade. Social indicators have improved steadily over this period. Public debt remained low. The current account deficit widened to 5.2 percent in 2014, but capital inflows were buoyant. Growth is expected to gradually rise toward its potential over the medium term, supported by the government’s public–private partnership-based infrastructure program and a gradual recovery in oil prices and external demand.
