China is attempting to become a technological leader in three emerging sectors: computing, robotics and biotechnology. Globally, advancements in these sectors are creating millions of high-paying, high-skill jobs and spurring the creation of entire new industries, such as data analytics. Many of these technologies have dual commercial and military applications and are important drivers of U.S. economic growth and technological and military superiority. The Chinese government is utilizing preferential support for domestic firms, localization targets and high market access barriers to build domestic capacity and eventually replace foreign technology and products with domestic technology and production, first at home, then abroad. These policies are slowly closing market opportunities for U.S. and other foreign firms in China and creating new Chinese competitors that will be able to challenge U.S. companies in the United States and in third-country markets with potential negative impacts on U.S. employment, productivity, and innovation. Through these policies, China is rapidly closing its technological gap. China in the last decade has rapidly expanded its high-performance computing capabilities, challenging the U.S. leadership. It now has the world's two fastest supercomputers and is tied with the United States for the number of supercomputers. Industrial policies outlined in the 13th Five-Year Plan (2016-2020) and related policy announcements seek to move Chinese manufacturing up the value-added chain, establish China as a global center of innovation and technology, and ensure China's long-term productivity in critical dual-use technologies such as computing, robotics, and biotechnology. Advancements in these sectors have previously driven U.S. technological and military superiority, and the Chinese government is looking to develop its own technological leaders and reduce its dependence on foreign technology.

With historical precision and ethnographic detail, Silvia Lindtner reveals how a growing distrust in Western models of progress and development, including Silicon Valley and the tech industry after the financial crisis of 2007–8, shaped the rise of the global maker movement and the vision of China as a “new frontier” of innovation. Computing and information and communications technology (ICT) has dramatically changed how we work and live, has had profound effects on nearly every sector of society, has transformed whole industries, and is a key component of U.S. global leadership. A fundamental driver of advances in computing and ICT has been the fact that the single-processor performance has, until recently, been steadily and dramatically increasing year over years, based on a combination of architectural techniques, semiconductor advances, and software improvements. Users, developers, and innovators were able to depend on those increases, translating that performance into numerous technological innovations and creating successive generations of ever more rich and diverse products, software services, and applications that had profound effects across all sectors of society. However, we can no longer depend on those extraordinary advances in single-processor performance continuing. This slowdown in the growth of single-processor computing performance has its roots in fundamental physics and engineering constraints-multiple technological barriers have converged to pose deep research challenges, and the consequences of this shift are deep and profound for computing and for the sectors of the economy that depend on and assume, implicitly or explicitly, ever-increasing performance. A timely work describing how localized hospital-based health technology assessment (HB-HTA) complements general, ‘arms-length’ HTA agency efforts, and what has been the collective global impact of HB-HTA across the globe. While HB-HTA has gained significant momentum over the past few years, expertise in the field, and information on the operation and organization of HB-HTA, has been scattered. This book serves to bring this information together to inform those who are currently working in the field of HTA at the hospital, regional, national or global level. In addition, this book is intended for decision-makers and policy-makers with a stake in determining the uptake and decommissioning of new and established technologies in the hospital setting. HTA has traditionally been performed at the National/Regional level by HTA Agencies, typically linked to governments. Yet hospitals are the main entry door for most health technologies (HTs). Hospital decision-makers must undertake multiple high stakes investment and disinvestment decisions annually for innovative HTs, usually without adequate information. Despite the existence of arms-length HTA Agencies, inadequate information is available to hospital decision-makers either because relevant HTA reports are not yet released at the time of entry of new technologies to the field, or because even when the report exists, the information contained is insufficient to clarify the contextualized informational needs of hospital decision makers. Therefore, there has recently been a rising trend toward hospital-based HTA units and programs. These units/programs complement the work of National/Regional HTA Agencies by providing the key and relevant evidence needed by hospital decision makers in their specific hospital context, and within required decision-making timelines. The emergence of HB-HTA is creating a comprehensive HTA ecosystem across health care levels, which creates better bridges for knowledge translation through relevance and timeliness.
