"Engaging in a nuclear power programme is a major undertaking with long term implications for at least hundred years. Key factors that may influence decision makers in their commitment to a nuclear power programme are of different nature, including political, socio-economic, financial, environmental, technical, or public acceptance. In line with the guidelines of the IAEA Milestones Approach, a comprehensive report corresponds to the attainment of Milestone I (ready to make a knowledgeable commitment to a nuclear power programme) and provides the rationale and strategy for pursuing a nuclear power programme, supporting the development of a national position. This publication intends to support Member States that are developing comprehensive reports by sharing the experience of the ones that have already completed this process or are well advanced on this path. The publication highlights similarities and differences in the approaches adopted, recognizing that there are several different ways and formats for developing such a report."--Publisher's description.

This publication provides practical guidance for performing strategic environmental assessments (SEAs) for nuclear power programmes. It incorporates the latest knowledge and draws on best practices in conducting SEAs. Based on inputs from SEA experts from across the world, it lays down an effective SEA process that contributes to: strengthening decision making for nuclear power programmes; achieving environmentally sound and sustainable development; and improving good governance and building public trust and confidence in decision-making. Importantly, SEA for nuclear power programmes can ensure effective communication with the public and other stakeholders. Consequently, significant emphasis is placed on stakeholder engagement and public participation. Further, appropriate tools for assessment and quality review are presented for all stages of the SEA process.

The development and implementation of an appropriate infrastructure to support the successful introduction of nuclear power and its safe, secure, peaceful and sustainable application is an issue of central concern, especially for countries that are considering and planning their first nuclear power plant. In preparing the necessary nuclear infrastructure, there are several activities that need to be completed. These activities can be split into three progressive phases of development. This publication provides a description of the conditions expected to be achieved by the end of each phase to assist with the best use of resources. 'Milestones' refer to the conditions necessary to demonstrate that the phase has been successfully completed.

Member States intending to introduce a nuclear power programme will need to pass through several phases during the implementation. Experience shows that careful planning of the objectives, roles, responsibilities, interfaces and tasks to be carried out in different phases of a nuclear project is important for success. This publication presents a harmonized approach that may be used to structure the owner/operator management system and establish and manage nuclear projects and their development activities irrespective of the adopted approach. It has been developed from shared management practices and consolidated experiences provided by nuclear project management specialists through a series of workshops and working groups organized by the IAEA. The resultant publication presents a useful framework for the management of nuclear projects from initiation to closeout and captures international best practices.

This publication presents the outputs of the INPRO collaborative project ROADMAPS. It introduces the concept of roadmapping for enhanced nuclear energy sustainability, which has been developed over the course of several collaborative projects within INPRO. The principal products of the ROADMAPS collaborative project are the roadmap template and the ROADMAPS-ET tool. ROADMAPS-ET is an analytical decision support tool for structuring, unifying and visualizing data on issues related to long term nuclear energy planning and nuclear energy system sustainability enhancement. It is supplemented by an approach for the bottom-up integration of national roadmaps. The publication includes case studies which are trial applications of the roadmap template. The studies address national or cooperative long term nuclear energy deployment scenarios with evolutionary as well as with innovative nuclear energy technologies. Examples of possible roadmap aggregation for analysis at regional and global levels are also provided.

The potential development of any nuclear power programme should include a rigorous justification process reviewing the substantial regulatory, economic and technical information necessary for implementation, given the long term commitments involved in any new nuclear power project. Infrastructure and methodologies for the justification of nuclear power programmes reviews the fundamental issues and approaches to nuclear power justification in countries considering nuclear new build or redevelopment.Part one covers the infrastructure requirements for any new nuclear power programme, with chapters detailing the role and responsibilities of government, regulatory bodies and nuclear operator and the need for human resources and technical capability at the national level. Part two focuses on issues relevant to the justification process, including nuclear safety, radiation protection and emergency planning. Current designs and advanced reactors and radioactive waste management are also considered, along with the economic, social and environmental impacts of nuclear power development. Part three reviews the development of nuclear power programme, from nuclear power plant site selection and licensing, through construction and operation, and on to decommissioning. Finally, a series of valuable appendices detail the UK experience of justification, nuclear safety culture and training, and the multinational design evaluation programme (MDEP).With its distinguished editor and expert team of contributors, Infrastructure and methodologies for the justification of nuclear power programmes is an essential reference for international and national stakeholders in this field, particularly governmental, non-governmental and regulatory bodies, nuclear power operators and consultants. Offers a comprehensive analysis of the infrastructure and methodologies required to justify the creation of nuclear power programmes in any country Provides coverage of the main issues and potential benefit linked to nuclear power Reviews the implementation of a nuclear power programme with particular reference to the requirements and methods involved in construction

Engaging with stakeholders is an essential part of any complete nuclear programme. Involving stakeholders in decision making processes, even those stakeholder groups that do not have a direct role in making those decisions, can enhance public confidence in the application of nuclear science and technology and strengthen communication among the key organizations in a nuclear programme. This publication provides theoretical and practical guidance on the development and implementation of stakeholder engagement programmes and activities. The key principles of stakeholder engagement are identified in it. It also includes tools such as templates to help establish a stakeholder engagement programme and identify associated activities, including tools for stakeholder analysis. The guidance provided can be further developed and adjusted to each specific type of facility, moment in its life cycle, and/or the group of stakeholders with which to engage. The publication demonstrates the importance of stakeholder engagement throughout the life cycle of all nuclear facilities, including operating and new reactors, all aspects of the nuclear fuel cycle, from uranium mining to spent fuel and radioactive waste management, decommissioning, and non-power applications.
