One popular program, the Montgomery GI Bill, enrolls large numbers of individuals, but the vast majority of service members use their benefits after separating from service. Thus, the military does not receive the benefits of a more educated and productive workforce, unless the individuals subsequently join a reserve component. The authors suggest the Department of Defense should consider nontraditional policy options to enhance recruitment of college-bound youth. Recruiters could target more thoroughly students on two-year college campuses, or dropouts from two- or four-year colleges. Options for obtaining some college before military service could be expanded by allowing high school seniors to first attend college, paid for by the military, and then enlist. Or the student might serve in a reserve component while in college and then enter an active component after college.

The armed services prefer to recruit high quality youth because they perform better and have lower attrition rates. Yet competition for this group is increasing because of fundamental changes in the civilian opportunities that these youth face. One of the most dramatic of these changes is the enormous increase in the relative returns from attending college that have occurred over the last 20 years. This report summarizes the findings of the first year of a two-year project that seeks to provide input necessary for the development and expansion of programs intended to improve the services' ability to compete against post-secondary institutions and subsequent civilian skilled employment. Specifically, the report examines trends in college attendance and the economic returns from attending college, describes the options that the military currently offers to combine service and college, and enumerates the types of issues that would need to be considered in developing and expanding recruiting programs that target college-bound youth.

The armed services prefer to recruit high-quality youth because of their better performance and lower attrition. However, high-quality youth are increasingly interested in attending college. While existing policies, such as the Montgomery GI Bill, that are targeted to the recruitment of the college market are likely to continue to have an effect, new policies must be developed to successfully penetrate this market and expand the supply of high-quality recruits. Indeed, the services have begun to develop programs, such as the Army's "College First" program, which allows youth to attend college prior to entry into the military and receive a college benefit provided by the military. To be fully engaged in the college market, the services may need to fine-tune these programs to enhance their effectiveness and will require a variety of programs tailored to reach different segments of the market such as college dropouts and college-bound high school youth.

This presentation provides an overview of the magnitude and complexity of the military recruiting task and the all-volunteer concept. The case for high quality military manpower is presented, based on overwhelming evidence of a strong relationship between manpower quality and cost- and combat-effectiveness. High quality manpower is particularly important because of the increasing complexity of weapons systems needed to meet future military threat. Although the quality of Army recruits has improved, the quality of the total enlisted force is still inadequate. Sufficient financial resources are needed to meet manpower quality requirements; educational incentives are ideal for attracting high quality college-bound youth and at the same time contributing to the growth of the nations human capital. Development of integrated education, manpower, and defense policies is advocated.
