The National Framework for Petroleum Refinery Emission Reductions has been developed as a new approach to reduce emissions from the Canadian petroleum refining sector. Introductory sections of this publication outline the goals & development of the Framework and explain the scope of its application. Part 4 describes the four main elements of the Framework: a methodology to assist jurisdictions with prioritizing & setting facility-wide refinery emission caps, including benchmarking analysis, & health prioritization analysis; a strategy to monitor & report on refinery emissions & reductions; a ten-year plan to keep Framework tools updated, measure Framework performance, and report on progress; and jurisdictional management of refineries.
