A graduate of Winchester and All Souls College, Oxford and a member of the Middle Temple, Leach was appointed under Prime Minister Gladstone to the Charity Commission where he was involved in the implementation of the Endowed Schools Act of 1869.

The work is mainly of an antiquarian nature, and was intended to stop at the death of Warden Barter in 1861; but it is thought con venient to add a few pages, containing a summary of the principal changes introduced by the ordinances of the Oxford University Commissioners and by the Statutes of the Governing Body. There is also a Table of Dates, a list of Headmasters, and an Appendix, containing the Charter of Foundation and some other documents referred to in the body of the work, and the Statutes of the Founder, now no longer in force. The compiler's thanks are gratefully tendered to the Rev. Dr. Sewell, Warden of New College, and to the Rev.
