This manual draws on the ideas and experiences of many who work in juvenile holdover programs (JHP) across the nation. JHP are short-term, temporary holding programs for youth that can be located in either a secure, nonsecure, or a combination secure/nonsecure setting. A JHP is capable of providing complete care to and observation of a youth while he or she is assigned to the program and can be designed to meet the needs of the local community it serves.
