Information technology and E-Government services are vital to the operation of the federal agencies and the functioning of American society as a whole. In the past ten years, and particularly since September 11, 2001, numerous laws, policies, and regulations have been enacted to help secure the federal information infrastructure. Despite legislation and policy changes, and despite annual reports to both the Office of Management and Budget and Congress, the status of the national infrastructure continues to be unsatisfactory. The literature suggests that modifications to certification and accreditation (C&A) team effectiveness can improve productivity, which in turn, should lead to significant enhancement of information security programs. This study investigated the extent to which team effectiveness affected the cycle time and quality of a key component of the C&A processthe System Security Plan (SSP). The Team Effectiveness Profile (TEP) was utilized to measure the dimensions of team effectiveness among teams assigned to the task of creating an SSP during a three-day training course. Performance of the teams was assessed with respect to cycle time and quality of the SSP produced. The findings indicated that team effectiveness had the potential to influence C&A team performance in the production of the SSP.

Teams are pervasive in organizations and provide an important contribution to organizational productivity. Since Hackman's (1987) seminal work, the team research focus has shifted from describing teams to outlining how researchers might use points of leverage, such as team design, to increase team effectiveness. There has been a wealth of research on team design variables that relate to team effectiveness. However, more than 15 years later, the team design literature remains fragmented and is inconsistent, and conclusions regarding optimal team design are difficult to make. The present study sought to unify the team design research by proposing a conceptual model and testing hypothesized relationships between specified design variables and team effectiveness using meta-analytic techniques. Specifically, the objectives of this study were to: (a) identify team design variables over which researchers and practitioners have some degree of control, (b) summarize the literature related to each of these variables, (c) hypothesize how each of the design variables are related to team effectiveness, (d) assess the relationship between these variables and team effectiveness using meta-analysis, (e) assess the influence of specified moderator variables (e.g., study setting, team tenure) on the team design variable/team effectiveness relationships, (f) make theoretically- and empirically-based recommendations for the design of effective teams, and (g) highlight areas in need of additional research. Results indicated that several team design variables show promise as a means of increasing team effectiveness. The strength of the team composition variable/team performance relationships was dependent on the study setting (lab or field); however, the study setting had considerable overlap with the type of team assessed (intellectual or physical). For lab studies (intellectual teams), team general mental ability (GMA) and task-relevant expertise were strong predictors of team performance, while team personality variables were unrelated to team performance. In field studies (physical teams), team agreeableness and conscientiousness had stronger relationships with team performance than team GMA and team task-relevant expertise. Team task design variables (e.g., task significance) had consistent, positive relationships with team performance, and several team structure variables (e.g., degree of self- management) were also related to team performance.

Using a dimensional-based approach, in Study 1 I outlined testable propositions that explore how the underlying characteristics of project teams influence their internal processes and performance. The aim of Studies 2 and 3 was to empirically test the multiple team member (MTM) dimension; thus, providing evidence for two largely untested theoretical propositions proposed by O'Leary et al. (2011). The first proposition identified the dimension of MTM in terms of the number of teams individuals are members of and its influence on team outcomes. The second proposition identified the dimension of variety, in terms of task diversity and team variety and its negative influence on team outcomes. The first proposition was tested using laboratory and field research methodologies and focused on the MTM-team performance and satisfaction relationship. Study 2 provided the first known examination of MTM teams along with various processes and their effects on team outcomes in a laboratory setting. The results offered evidence for the predicted main effect as well as for several mediating variables of the MTM-team outcome relationship. The second proposition was tested in Study 3 using a field setting. This study tested a two-level path model with moderated mediation to assess the main effect, the interaction of task and member characteristics and the average number of multiple team memberships, and the moderated mediated effect of team role processes on the MTM-team outcome relationship. The empirical results from this study provided evidence for a curvilinear relationship between the number of MTM teams and team outcomes. Results also furnished evidence for the moderating role of project team and project team member characteristics. The findings presented herein offer critical insights into various factors and processes that influence MTM team effectiveness.
