Excerpt from Diplomatic Audiences at the Court of China IN 1897 the American Historical Review published a paper by the present author entitled Diplomatic Missions in the Court of China. In 1900 the author was sent by the Government of the United States as Special Commissioner to China, and a little later on he was appointed Plenipotentiary on the part of the United States at the Congress of the Powers then negotiating at Peking with the Chinese Government for the settlement of the troubles which had arisen through the Boxer outbreak in the preceding year. In this capacity it fell to his lot to be appointed on the Committee entrusted with the preparation of the scheme of reform in the ceremonial at the Court of China for the reception of Foreign Representatives. This led him to enlarge and complete his previous study of the question of diplomatic audiences in China, and, after the conclusion of the negotiations, to record its final phases. It is in this shape that the present paper is published, in the hope that it may prove of interest to the student of history and of diplomacy. Excerpt from The United States and China: An Address Before the Congregational Club of Brooklyn These gentlemen proceeded to make a treaty with China that practically superseded the Burlingame treaty, and provided that the Government of the United States, when and to such extent as it should think desirable, might enact laws to restrict immigration for a period of ten years. Perhaps it ought to be stated, although it bears an unpleasant significance, that when members of the Chinese Foreign Office, at the beginning of these negotiations, asked what was unsatisfactory in the agreements made by them with Mr. Seward, the answer was given that Mr. Seward had no authority to advance his proposals. We must presume, although it puts some strain upon us, that the member of the Commission who made this re spouse had not taken the trouble to read the in struction given to me by the State Department, that at the moment was on file in the Legation archives.
