This annual report of the Compliance Review Panel (CRP) summarizes requests for compliance review in 2011 which was a productive year for the CRP. The fifth and final annual monitoring of remedial actions for the Southern Transport Development Project in Sri Lanka---the first compliance review request to complete the full compliance review phase under the 2003 Accountability Mechanism of the Asian Development Bank (ADB)---was concluded. The involvement of the CRP in this monitoring phase of the compliance review has (i) made ADB staff more aware of the safeguards policy and the need for better coordination with the government in its implementation; (ii) made ADB pay more attention to land-use planning and urban development; (iii) sparked improvements in the grievance redress mechanism within the project; and (iv) produced ideas for new, ongoing, and future road development projects in Sri Lanka.

The third Sustainability Report of the Asian Development Bank (ADB) offers easily accessible information on ADB’s policies, programs, and practices as they relate to the social and environmental sustainability of development in Asia and the Pacific, and on changes in this work that have occurred since ADB published its second Sustainability Report, in 2009. The report also documents ADB’s continuing efforts to minimize its corporate environmental impact, especially at its Manila headquarters. For comparability, ADB’s current Sustainability Report is structured similarly to its first two. All three reports respond to the latest guidelines of the Global Reporting Initiative while adapting to the particular characteristics of ADB’s work and the many different audiences interested in the information presented.

Once the exclusive preserve of member states, international organizations have become increasingly open in recent decades. Now virtually all international organizations at some level involve NGOs, business actors and scientific experts in policy-making. This book offers the first systematic and comprehensive analysis of this development. Combining statistical analysis and in-depth case studies, it maps and explains the openness of international organizations across issue areas, policy functions and world regions from 1950 to 2010. Addressing the question of where, how and why international organizations offer transnational actors access to global policy-making, this book has implications for critical issues in world politics. When do states share authority with private actors? What drives the design of international organizations? How do activists and businesses influence global politics? Is civil society involvement a solution to democratic deficits in global governance?

The private sector contributes to economic development by generating jobs and incomes, as well as through investments, new technologies, knowledge transfer, and enhanced productivity. This is particularly true in Asia and the Pacific, where much of the recent success in reducing poverty has been due to robust economic growth stimulated by the private sector. The development challenges and investment needs of the region remain large and diverse. The Asian Development Bank (ADB) helps address these challenges and investment needs by assisting the private sector through the Private Sector Operations Department. This third annual report on the development effectiveness of ADB's private sector operations reviews how the Private Sector Operations Department has contributed to promoting ADB's development effectiveness agenda. The report features the direct and indirect impact of private sector assistance. It considers the value added of this assistance, highlighting performance trends and identifying actions required to improve results.

This book provides innovative thinking from a variety of perspectives on the important human rights, human security, and national security policy issues of today—and how these issues intersect. The issue of human security comes into play in nearly every important policy debate in global politics, and the protection of human rights is now recognized as one of the main functions of any legitimate modern state. How can the international community best ensure that human rights are protected while simultaneously protecting state security? Who should intervene in cases of mass, gross violations, and when are military actions justified? This book seeks to address and explore these difficult and pressing questions by presenting the differing views of commentators from various ends of the spectrum. Human Rights, Human Security, and State Security: The Intersection consists of three volumes, with each focusing primarily on one of the three broad areas while also drawing connections between them. A powerful resource for policy makers and practitioners in national governments, members of international organizations, and scholars, the innovative thinking presented will give readers a deepened understanding of the various international issues and help them to formulate effective policies in today's complex international landscape.
