Excerpt: ...upon a freer basis, --I think the act passed before was so circumscribed as to the use-of the money that it would be pretty hard for the Treasurer to spend it except along certain lines. It certainly could not be expended for the payment of expenses of committees or in any manner be used for salaries or the payment of expenses of the Federation. Mr. Montgomery: I do not think there is any objection to that except that we have made the statement to the Legislature, Mr. President, that the amount was needed by us for the publishing of bibliographies and things of that nature, and we said that there were no paid officials connected with the Federation, so that I have always felt that it was not the right thing to do anything in the way of compensation out of this fund, although traveling expenses might fairly be ineluded. Mr. Nead: I think the very terms of the act itself forbids us to do that. Do I understand, then, Mr. President, from the report of the Committee on Preserving Manuscript Records that Bills of the nature suggested have been prepared. The President: They have been prepared. Mr. Nead: I should say our Committee on Legislation would be very glad indeed, and we feel it would be part of its functions, to aid in the passage of legislation or of meritorious bills as suggested in that report.
