Abstract: This publication reports the conclusions of a series of hearing concerning support and services for children in troubled families. The Congress has made a commitment to guarantee support in the form of out of home placement when necessary and reunification with their families when possible. This report sought to answer several questions including: are there fewer unnecessary placements of children out of their homes than previously occurred? When children must be placed, are there more effective permanent placements than there were ten years ago? Are children receiving quality services when they are entrusted to the child welfare system? Several failings of the systen are revealed while some promising policies, innovative strategies, and effective programs were found.

Abstract: This report of the select committee finds that reports of child abuse, particularly sexual abuse, are rising, reports of child neglect continue to rise, needed services are on the decline, two factors lead to increase of abuse (economic, public awareness), prevention is receiving increased attention, programs for prevention reduce abuse and neglect, and states lack sufficient law enforcement about how funds for child abuse services were spent.

The House of Representatives Select Committee on Children, Youth, and Families was created to provide an ongoing assessment of the conditions of American children and families and to make policy recommendations to Congress and the public. This report on the committee's 1991 activities includes summaries of 11 hearings, a list of witnesses and people who submitted testimony, highlights of legislation affecting children and families, and factsheets.
